[Feature]: In-lobby audible ping to target user for afk players

### Describe the Feature

Sometimes in lobbies we have those players who step away and are doomscrolling, alt-tabbed and vibing, or just went afk to make some tea/coffee – it would be really nice for other players in the lobby to be able to trigger an audio clip on the target player's PC to ping them!

To prevent abuse, perhaps it would be nice to limit this to host-only?
Would be very helpful for those times when an afk player or a few of them are preventing game from starting!
