Too easy to accidentally create area attack orders

### Describe the issue

When people issue orders quickly they can accidentally create an area attack order like in this [discord report](https://discord.com/channels/197033481883222026/1470073348263248044).

There is already a minimum radius, but it does not scale with zoom level.

### Expected Behavior

I propose adding a minimum duration for holding left click before the area attack order begins.
