Engineer shows a progress bar, and has an assist command, but isn't spending resources/contributing.

I've reproduced it above.
Have an engineer assist an ACU within range, then start the upgrade. If the engineer moves then the bug doesn't occur. The bug also doesn't occur if you assist after starting the upgrade.
It may require moving your ACU? The 2nd game I tried to reproduce it it didn't happen at the start, but after moving my ACU a bit and bringing it back I was able to reproduce it again.
Bug doesn't appear to occur with UEF. Didn't check other factions (though its been reported to happen with Aeon).
