Refactor the chat configuration to add settings for the paintings feature

At the moment you can not configure what players are muted. One idea is to implement this as part of the chat configuration menu. The chat configuration menu already provides the ability to mute players. This would then naturally extend towards the muting of authors of the painting feature.
