[Feature]: Option for alternative Hotbuild unit keys to queue from selected tech tier instead of cycling

### Describe the Feature

Alternative hotbuild unit keys assign multiple units to 1 hotkey. If a factory can build multiple of those units, then the hotkey enters a cycle mode which queues units with left click and exits with right click. This option would, before starting the cycle mode, check if only 1 unit for the hotkey is available in the currently selected tech level in the construction bar, in which case it would immediately queue the unit.
If no unit is available in the current tech level, it would select the next lower tech level (for example, T2 mobile shields with T3 selected).
