2nd recall vote defaults to yes if somebody(afk) ignored the first one

Very simple.
You click recall.
Some IDIOT is afk in the corner.
Recall vote fails because IDIOT didn't click anything.
So the second time your team decides to recall, IDIOT who's still afk automatically says "Yes" if he clicks nothing.
That way we don't get stuck in games people want to end gracefully with AFK idiots.
