Stop engineers from repairing extractors when ringing them via the assist command

**Describe the feature**
The option to automatically build storages around extractors with an assist order is very useful, however it has the drawback of being disadvantageous, when the extractor that is due to be ringed is damaged. The engineers will firstly repair the extractor and then ring it, which is costly, more time-consuming and usually not desired.

**Expected behavior**
Engineers don’t repair the extractor when auto-ringing it with mass storages.
