Description
unit here are not helping the contruction, but they are still wasting ressources.
easily reproducible on upgrade from ED4 to ED5.
possible on other ED upgrade (here : ED2 to ED 3)
the ressource consumption is very high.
happen also easily on building with upgrade when we allow to queue up upgrade (see https://github.com/FAForever/fa/pull/2583)
