Ability panel doesnt show up at the same time as other panels

Description
The panel with reinforcements and recall doesn't open at the same time as other UI elements, but bit later.
Also it's on the multifunctioin panel place, using it's arrow to colapse/open, which makes the multifunction panel always shown.
This needs to rework.
