mods are not downloaded automatically when watching a replay

**I experienced...** I wanted to watch a replay that used a mod I didnt have. The replay desynced (obviously).

**how to reproduce** watch a replay that uses a mod (normal mod, not a featured one) and delete the mod from your mod folder first (or dont download it in the first place)

**I expected...** exactly this behavior as it doesnt download mods since ages.

**Where the bug is / What should be done** automatically download all mods that are used in the replay
