Recreate the starknet governance Delegates page

**Description:**
Recreate the starknet governance Delegates page of the [Starknet Governance Portal](https://governance.starknet.io/)as closely as possible using our current tech stack (Next.js, TailwindCSS, TypeScript). The goal is to match layout, typography, colors, animations, and responsiveness. It should be available on the /starknet-delegates URL on our app.

### 🎯 Acceptance Criteria:
- [ ] Match the section layout, text, animated illustrations, call-to-action buttons.
- [ ] Replicate section scrolling effects.
- [ ] Use Tailwind for all styling.
- [ ] Ensure mobile responsiveness.
- [ ] Use placeholder data where necessary (e.g., proposal cards or timelines).
