Add options to show only function signature, and not description or arguments detail

To more closely mirror Excel's built-in IntelliSense, we might add an option to show only the function description (with argument position highlighting) in the arguments tooltip.

One issue would be how to configure this option, and whether it should be configured per-add-in (since multiple add-ins are sharing the same IntelliSense display.
