Add-in can not be registered when is launched as administrator using Excel 365 version 16.0.12827.20200

Hello everyone, I would appreciate a lot your support with this problem.

This only happens when I run excel (or visual studio) as administrator. My current excel version is this one:


This is a recent version so I tried to replicate the problem using office professional plus 2016 16.0.4266.1003, but in that version works good.

I'm also concerned about this issue [issue](https://github.com/Excel-DNA/ExcelDna/issues/220) but this time the add-in is not disabled by excel.
