Description
the answer to presets/favourites
- [ ] mods can be tagged with `[0, ∞)` many arbitrary user defined tags
- [ ] there also exist hardcoded "favorite" / "transient" tags
- "favorite" mods do not get disabled when disabling all mods / switching whitelists, unless the user specifies `--ignore-favorites`
- "transient" mods act as per #5
