Description
The MapConfigReader class in this repo duplicates a lot of the code in the MapConfigReader class in the [military-apps-library-java repo](https://github.com/Esri/military-apps-library-java). We should refactor this repo's MapConfigReader to extend the other repo's MapConfigReader class so we can reuse code.
