Incorrect Date Format

Using the reporting tools for transmission results in the incorrect date format (D/M/YYYY versus M/D/YYYY) for certain reports in the Facility Reports for Transmission solutions. When using 10.4 this occurs in the following reports:
- HCA Report
- Offshore Pipe Report
- Onshore SMYS Report
- Offshore SMYS Report
- Onshore Eliminated Leaks Report
- Offshore Eliminated Leak Report
- Known Leak Report
- Failures in HCA Report
- MAOP Determination Report

When using 10.2.1, this also happens for all reports above with the exception of HCA Report and MAOP Determination Report.

Start by reproducing the reporting tools for transmission in the Facility Reports for Transmission solutions under ArcGIS 10.4 and 10.2.1. Check the listed HCA, pipe, SMYS, eliminated-leak, known-leak, failures, and MAOP reports, comparing their displayed date formats. Done means the affected reports consistently use M/D/YYYY in each applicable version.
