Is this specification outdated?

Hi everyone, this seems like an outdated specification. I am trying to convert the `mbtiles` to `.tpkx`, but I struggle a lot with how to generate the `bundle` file and what the recommended way of generating the folder structure and file name is. It looks random to me. I tried to use `arcpy.management.CreateMapTilePackage`, which works perfectly, and I tried to understand the files and folders it has generated. But still have an issue understanding how this function works. Can anyone help me?
