Resources sometimes missing in Solution template

Periodically, a Solution supporting file (e.g., a Form's definition) is not appearing in the Solution's resources.

The file is referenced correctly in the Solution's data, and AGO reports a successful upload of the file into the Solution item, but the file is not there when the Solution item is later queried.

Difficult to reproduce. So far, reproducible about 2% of the time using the createSolution demo and a group containing 9 Form items.

Because AGO reports a successful upload, I'm wondering if this is another manifestation of AGO's inability to handle a rapid sequence of updates as transactions.
