When creating solution, not reliably including items not in source group

E.g., deploy the [Tree Management](https://www.arcgis.com/home/item.html?id=8f61b12af7a2478abc75a670aa571962) solution, and then share the created "Tree Management Center" Web Experience into a new group. Create a solution using the new group; you'll get feature layers but little else.
