Question - source of translations?

Description
Hi, I'm just wondering about the source of the translations here. Were they fetched from some other API? Grabbed from various PDFs? Manually translated? I'm working on multilingual aspects of an SDG-related project, and it would be great to standardize around a canonical source of translated metadata (like goal titles, short titles, etc).
