2D and 3D Apps do not pick up OIC in root folder in ArcGIS Enterprise

If I create and publish an OIC to ArcGIS Enterprise, and try to use one of your example apps to view it ([2D](https://oi1.img.arcgis.com/app/index.html) or [3D](https://oi1.img.arcgis.com/app3D/index.html)), the apps won't pick up the OIC if it is in my content's root folder. I have to create a separate folder and move the OIC into that, and then choose that folder in the viewer. Choosing the "default" folder causes the loader (3 bars) to just go indefinitely.
