Create Item should show Scene Viewer option if Web scene is used in view

Description
While using the create component we should add in intelligence so that if a web scene is being viewed in the sample, the Open scene viewer button shows instead of Map viewer.
We should also update the sample in the repo to use a web map instead of a web scene. Currently the sample opens with a web scene.
