Enhancement: Standardize layer list tool to include additional options for layers

Description
It would be good to standardize the layer list tool to be a component that can offer additional options like the ones that are available in Sidebar. The options that we should include in the layer list component:
- Open table
- Legend
- Zoom to
- View item details
Adding the ability to open the attribute table for layers in a map into apps would potentially improve the accessibility of the app.
One other thing that we could also include as an option in the layer list would be to access the item details for a layer. This came up in a [user request](https://community.esri.com/t5/arcgis-instant-apps-ideas/instant-app-sidebar-option-to-view-layer-item-page/idi-p/1281169/jump-to/first-unread-message). This capability exists in Web Appbuilder:
