Can it do Multiple symbols for single symbol option using where clause in cluster layer?

My feature layer which i am clustering have two symbolizes (e.g. active and inactive). is there a way i can get both symbols on single-symbol option using where clause. Or can i create multiple cluster layers on single map, with different symbol.
