Update link in readme

Since we have the app deployed now can we update the URLs on the readme to maps.baycountyfl.gov? The URL there now is set to redirect in our IIS so users wind up there regardless but it has a proper location now.

Replace the current destination URLs with maps.baycountyfl.gov, then review the rendered links to confirm they point to the deployed application.
