SSBA does not get enough landmarks. Found 1 < 16

When I used arcgisArView to display the slpk model, the camera view was occasionally stuck and the following error was displayed:

Reproduce the camera-view stall while displaying the slpk model through arcgisArView and capture the reported SSBA landmark error. Start with the source trace at third_party/redwood/perception/odometry/visual_inertial_initialization/bundle_adjustment_initializer.cc:232, then determine what conditions produce too few landmarks. Done means the reported scenario no longer leaves the camera stuck.
