Zero element on scale bar flickers/disappears whilst panning/zooming

Description
When panning or zooming round the map, the '0' of the scale bar flickers when panning/zooming slowly, and disappears when rapidly panning/zooming. See gif below for example. Discussed with @colinanderson.
