enterprise-base-windows-aws-restore workflow hangs with 11.2 and 11.3

enterprise-base-windows-aws-restore workflow hangs for ArcGIS Enterprise 11.2 and 11.3. It's a known problem in WebGISDR tool. The tool hangs during downloading of backup files from S3 because of a bug in AWS Java SDK.

To workaround the problem the backup files need to be downloaded from S3 first and WebGISDR tool must be pointed to the downloaded backup files instead of S3.
