Description

The headers in the python code don't include the re-use license:

https://github.com/ArcGIS/air-c2-cop/blob/dev/tools/scripts/amt_process_aco.py#L7

If this repo is going to be made public at some point - this will need the standard Apache V2 License(Reuse) Header: ex: https://github.com/Esri/military-tools-geoprocessing-toolbox/blob/dev/toolboxes/scripts/AddUniqueRowID.py#L1

You may also want to determine if you are able to assert the third-party (non Esri-US) copyright on a work for hire.

Just wanted to bring this issue up so it can be resolved before/if you want to make this repo public or want to release these tools in a solutions template
