Create Migration Workspace Tool Fails

The tool fails to run and does not complete creating the migration workspace spreadsheets and content. I had the same issue with the 3.5 Toolbox using ArcGIS Pro version 3.5.6 so I upgraded to 3.7.1 and udms 3_7 but am getting the same failure. The failure happens when importing the asset package (downloaded from Water Essentials solution) with many errors:
