Modify Contingent Values to Attributes Rules tool to assign the Attribute Rules by subtype

**Is your feature request related to a problem? Please describe.**
With the release of ArcGIS 3.4/3.5, Attribute Rules can now be assigned by subtype. Since the tool Contingent Values to Attribute Rules is working by subtype, the rules should now be assigned by subtype instead of the entire class. This will dramatically help performance during Error Inspector validation.
