Description
We can make some improvements to integration tests to make them more reliable. This probably requires some refactoring.
- [x] Remove explicit `loop`s. Instead rely on a relevant stream.
- [ ] Assert transactions are incrementing in upgrade test.
- ~~[ ] Test both builders in upgrade test.~~
- [ ] check any TODOs that can may be low hanging fruit.
