won't start

I've downloaded java from the link but no matter what I do if I try run java.exe or dark souls saver then it just flashes command prompt and doesn't do anything. I've also tried running the command through command prompt and that says it can't access dark souls saver. Any help with this would be greatly appreciated, thank you in advance
