Description
As I read in your presentation, it's necessary to subtract the RTP overhead from the given bitrate, before set it to the encoder.
From my understanding of the plugin code, this doesn't happen.

Research direction
Start by inspecting the GStreamer plugin code and its bitrate handling, then compare it with the presentation's guidance about subtracting RTP overhead before encoding. Done means determining whether the encoder receives the overhead-adjusted bitrate and documenting the result or identifying the specific plugin behavior that needs correction.
