### Bug Description
The title says it all really. If an animal (such as a horse) is leashed to a fence post (all in a WG region), a player can un-leash the animal by right-clicking it while holding a lead.
### Expected Behavior
The player should not be able to un-leash the animal.
### Reproduction Steps
1. Create a WG region.
2. Spawn a leashable animal and leash it to a fence post (all inside the WG region).
3. Have a player hold a lead and right-click the leashed animal.
4. Observe as the animal becomes un-leashed, and the lead item is dropped to the ground beside the animal.
