### Bug Description

Even without permission, players can right-click many mobs with shears to remove saddles, cut lead, etc.

### Expected Behavior

WorldGuard should block players without permission from doing this.

### Reproduction Steps

1. Within the WorldGuard-protected area, prepare various armored mob: happy_ghast, each llama variant, each horse variant, strider, pig, camel, and others.(I can't guarantee a complete list.)https://minecraft.wiki/w/Shears#Shearing
2. Have permission-less players right-click these mobs while holding shears.
