Use a per-group model for maximum claim volume, similar to claim limits

Providing a per-group model for maximum claim volumes, similar to the region limit option, would allow further customizability by the user. It also arguably makes more sense in terms of gameplay balance.

The max claim volume option to be replaced with a per-group field.
