Flag Request - Disallow Teleportation of dogs into Regions

I understand this may not be possible but a flag to prevent tamed wolves/dogs from being able to teleport to their owners in regions would be amazing.
Alternatively, a flag that could prevent dogs from being seated in a region so at least when their owners leave, the dogs teleport away as well would do the trick.
On our small family friendly server we have a huge issue with young players teleporting their dogs to spawn, the mall and other public locations, seating them and leaving them there. We end up with dogs spammed everywhere.
