Less chat spam

So if you often hit grass while pvping, or other things you're not allowed to do, your chat can quickly get spammed with the messages, which is kind of pointless as people get the idea that they cant destroy longgrass or whatever the first time.

Therefore I suggest an option to only send a message every 5 seconds (configurable?) to prevent your chat getting spammed.
