[Suggestion] Change Default op level

### The Problem

I am unable to change the default op level for WorldEdit commands.
I give some players on my server op level 1 and they can execute commands that I don't want them to(WorldEdit)

I am using the Fabric version

### A Solution

Add an option in the config file to change the default op level from 1-4.
