Denied crafting on specific item that has NBT name/lore

I tried a few more advanced crafting, it seems that item with NBT name/lore tag is not accepted in a few crafting like tools, but it worked on some items.

For example :

(Try spawning coal with data value 3 without NBT tags)

This one worked but when using NBT name/lore tag item like COAL:3|&fRuby|&7&oRed gemstone , it will never work.
Interestingly, this worked perfectly.

Update :
Crafting tools/weapons with NBT tag will not work, ever.
