New Areas features: Area-ON & Area-OFF

Hello,

Two features that may come in very handy: Having signs that only activate or only desactivate Areas.

Here would be the possible syntax of those signs:

{namespace}
[Area-(ON/OFF)]
MyArea
(blank or add some random easter egg depending of the area name \o/)
