Add support for filters mid-pipe

For extra compactness, adding filter signs to the middle of pipes could be nice

Maybe an observer block with a sign or something

**Describe alternatives you've considered**
Allowing extra pistons with signs, but it feels somewhat sketchy in terms of how the checker code works.
