Check upfront that agent share columns in `technodata.csv` sum to 1

This determines how the initial capacity gets allocated across agents. If these shares do not sum to 1, then some of the initial capacity will not be allocated to any agents, so will not exist in the simulation

Note: we do already perform these checks, but this is at the point that the agent quantities are used, rather than in the input layer
