Allow users to separate input configuration between multiple CSV files

For example, we want users to be able to provide configuration for different processes over multiple CSV files, rather than having to have everything in a `processes.csv` file.

(The exact way we will implement this is TBD, but I thought I should create an issue for it anyway.)
