Fine-grained IEA data accessibility

Some IEA data is freely available, including certain aggregations, but not all details and years. Non-IEA-approved users should be able to access this data.

I need to determine what is required to implement fine-gained filtering, for whichever IEA data happen to be freely available. I need to architect the backend in such a way that, once the IEA replies with which data is freely available, that can be "turned on" in the database with no developer intervention.
