[Feature Request]: Data Export API via plugin

### Problem Description

As a client I would like to make my data collected in MPM available to an externally party. This could be hardware manufacturers or govern agencies for RBF purposes.

### Proposed Solution

Create a data export plugin, which clients can enable if required.

In the first iteration we would need some basic settings, like authentication and filtering. However the plugin should be build in a way that later modifications are possible.
