[Feature Request]: Enable `larastan` on level 9 (highest level)

### Problem Description

This is a meta ticket tracking our progress to run larastan on level 9 https://github.com/larastan/larastan

The first milestone is reaching level **5**. Code that violates up to level 5 will most likely result in failure when it gets executed in production.

Level 6 and onwards is focusing of high quality code, like ensuring type hint consistency.
