[Feature Request]: Fix SMS Gateway Feature

### Problem Description

The SMS gateway feature has been broken for a while now and moved to a different approach using SMS providers, i.e., Africanstalking. However, in some use cases, the providers were not sustainable cost-wise for some users to adopt.

This issue is to be used to explore the possibility of enabling the SMS gateway feature to offer an alternative when the SMS provider approach is not a feasible option.

### Proposed Solution

Explore fixing the broken SMS gateway feature by setting up a firebase project and linking it to MPM
