Description
Let's build out tests for splicing and re-org. We should make tests for various scenarios
* Post splice, force closing prior channel funding on a new fork
* Start splice, disable sending of SPLICE_LOCK, confirm splice, re-org, re-enable sending of SPLICE_LOCK, re-confirm splice
* Start splice, disable sending of SPLICE_LOCK on one, confirm splice, re-org, re-enable sending of SPLICE_LOCK, reconfirm splice
* aka make each node confirm the splice on different forks
* Fuzz style: Make a channel do `n` splices. Force close on `n` stale prior channel funding on a new fork
